Gold holds near US$1,710 on global growth concerns

LONDON (Oct 29, 2012): Gold prices held near US$1,710 an ounce on Monday as concerns over the global growth outlook supported demand for the metal as a store of value, but losses in the broader financial markets kept a lid on gains.

Resilience above US$1,700 an ounce, a level gold repeatedly tested last week, has reassured buyers who had feared a deeper correction after it fell to a more than six-week low at US$1,698.39 on Oct 24, analysts said.

But the metal struggled for traction on Monday as global stock and commodity prices fell, with a recent run of downbeat corporate earnings casting a shadow over the growth outlook and investors bracing for the impact of a giant US hurricane.

US stock markets will be closed on Monday and possibly Tuesday, the operator of the New York Stock Exchange said, as the East Coast braces for Hurricane Sandy. That could thin gold trade.
Spot gold was down 0.08% at US$1,709.44 an ounce at 1250 GMT, while US gold futures for December delivery were down US$1.80 an ounce at US$1,710.10.

"Gold is holding up well due to a higher risk perception, because gold is often perceived as a safe haven," said Eugen Weinberg, global head of commodities research at Germany's Commerzbank in Frankfurt, noting key support at US$1,700.

"People are more negative on the economy and so are looking for somewhere to park funds."
Spot gold is heading for its biggest monthly loss since May this month, having hit an 11-month peak above US$1,795 an ounce on Oct 5 after the Federal Reserve unveiled its latest stimulus programme of purchasing mortgage-backed debt.

Analysts and traders said they expected gold to trade in a narrow range due to uncertainty ahead of non-farm payrolls data later in the week. The US Federal Reserve has explicitly tied the extent of its new easing programme to the jobs market. – Reuters

Menteri Besar, Datuk Seri Mohamad Hasan (gambar) berkata, penutupan kawasan itu bertujuan mengelak sebarang tragedi selain tidak dapat dipastikan ketahanan struktur tanah di kawasan terowong terbabit.

''Kajian telah dilakukan di situ dan ia tidak mempunyai deposit emas. Terowong yang ditemui ini telah digali dan bukannya bersifat semulajadi. Maka kita tidak tahu sejauh mana ketahanannya," katanya dalam sidang akhbar selepas mempengerusikan mesyuarat Exco di sini hari ini.

Mohamad diminta mengulas penemuan terowong di pekan Titi, Jelebu yang didakwa penduduk sebagai laluan pelombong emas suatu ketika dahulu, di mana kini mula menarik minat orang ramai mendekatinya.
Dalam sidang akhbar itu, Mohamad juga menjelaskan, banyak mitos berkaitan penemuan terowong ini termasuklah digunakan sebagai laluan pengganas komunis yang hendak ke Karak, Pahang.

''Saya ingatkan kepada orang ramai supaya tidak mendekati kawasan terowong ini dan kerajaan telah mengambil segala tindakan supaya ia diletakkan dalam kawasan merbahaya.

''Kita tidak mahu berlakunya tragedi buruk menimpa rakyat hanya kerana memasuki terowong yang belum dipastikan keselamatannya," jelasnya.

Sebuah akhbar hari ini melaporkan dengan memetik Pengarah Mineral dan Geosains Negeri Sembilan dan Melaka, Musafar Hamzah berkata, kawasan pekan Titi pernah suatu ketika mempunyai aktiviti perlombongan emas.

"My mom would say, she got 3 percent per annum placing her money into a fixed-deposit facility with a bank," said Tan, 38. Genneva also won her father as a customer with its offering of discretionary monthly "gifts" to purchasers of its product.

That income source is at risk after Malaysian authorities raided Genneva and three other companies this month for suspected offences such as illegal deposit taking.

A search for better yields to beat the interest rates on bank deposits has boosted the appeal of alternative investments as diverse as stem-cell storage and birds' nests, while unlicensed instruments in the Southeast Asian nation identified by the Securities Commission doubled to 25 in 2011.

The central bank has refrained from cutting its benchmark rate since 2009, highlighting the risks of keeping borrowing costs too low, and authorities have moved to contain property prices and prevent asset bubbles.
"More people are willing to invest in such schemes," Sujatha Sekhar Naik, the Securities Commission's head of investor affairs and complaints, said last month.

"They are becoming more sophisticated. They are following the development of society, the markets and what they're doing is upping the ante in terms of the types of schemes they offer."

Genneva was raided by the Malaysian Police, the Ministry of Domestic Trade, Cooperatives and Consumerism, the Companies Commission and the central bank on Oct 1, the authorities said in a statement, advising the public to be "cautious in investing their money to avoid becoming victims of activities that are illegal."

Four days later, raids were carried out on Pageantry Gold Bhd., Caesar Gold Sdn. and Worldwide Far East Bhd.

Genneva said in an Oct 24 statement on its website that it would be "totally wrong" to say the company was engaged in illegal deposit taking. "Our legal advisers say for the time being we cannot have any comment on this," Jamsen Lim, Genneva's general manager, said when contacted by Bloomberg News.

Authorities will complete all investigations as quickly as possible, Bank Negara MalaysiaGovernor Zeti Akhtar Aziz told reporters in Kuala Lumpur today. "We know that there are many anxious depositors and investors, so will expedite as fast as we can so that there will be an early conclusion," she said.

Interest in unlicensed investments is on the rise because of low interest rates and the desire for higher returns as consumers seek to boost incomes, according to the Securities Commission's Sujatha.

The regulator warned against 25 unlicensed activities offered by individuals and companies last year, the second highest on record since 2003 and up from 13 questionable operations in 2010, according to data on its website. The hunt for returns is suggested by investment and deposit movements. After the central bank cut its benchmark rate to a record-low 2 percent during the 2009 global recession, deposits growth slowed at the start of 2010 even as the expansion in nominal gross domestic product accelerated.

Net assets of Malaysian unit trusts have grown more than twice the pace of bank deposits in five of the last seven years, according to data from the central bank and Securities Commission. "Lower interest rates will have a negative impact on deposit growth as investors search for higher-yielding assets," said Ho Woei Chen, an economist at United Overseas Bank Limited Ltd. in Singapore. Still, the "current interest rate in Malaysia is not too low if you take into consideration inflation." Higher property prices in Asia have also been caused by capital inflows and "stronger fundamentals" in the region, not solely low interest rates, she said.

Malaysia's consumer prices rose 1.3 percent in September from a year earlier. The central bank's benchmark rate is 3 percent. The average fixed deposit rate for a 12-month bank saving is 3.17 percent, according to data compiled by Bloomberg.

Still, Choo Chin Thye, a 50-year-old printing business owner, said he's turning to stem cells and oil palm to get better returns than he can garner from deposits. Since 2008, Choo has put 50,000 ringgit ($16,332) in a plan by Plentiful Gold-Class Bhd. that directs funds from investors into oil palm plantations.

The move has earned him yearly returns of more than 8 percent since 2008, he said. He's also helped design a plan to invest in stem cell storage equipment, which he says will offer annual fixed returns of 8 percent for the first five years after it commences.
"I chose this because it has better yields," said Choo, who lives in Kuala Lumpur. "With these schemes, the upside is technically unlimited." He points to other ventures investors can turn to in Malaysia such as one involving rearing the swiftlets that produce birds' nests, a popular Asian delicacy.

With lessons from the U.S. subprime crisis remaining in many policy makers' minds, concern that keeping interest rates too low for too long will spur financial risks may have contributed to Zeti's hesitation to join neighbors from China to South Korea in cutting borrowing costs this year even as the faltering world economy threatens growth. "With the low interest rate environment, savers and investors are going to keep looking for other types of investments," said Anthony Dass, chief economist at MIDF Amanah Investment Bank Bhd.

"This will be one of the factors Bank Negara Malaysia will consider if it wants to cut interest rates."
Keeping interest rates too low for too long may lead to the "mispricing of risks" by those who anticipate borrowing costs will stay low, as well as create asset bubbles, Zeti said in March 2010, citing signs that people are buying higher-yielding assets "that pose significant risks."

She has kept the overnight policy rate at 3 percent since raising it to that level in May 2011, even as neighbors from Thailand to the Philippines eased monetary policy. Bank Negara's final decision for this year is due Nov 8. The authorities will keep rates unchanged until the second quarter of 2013 when a tightening is forecast, according to the majority of 19 economists in a Bloomberg News survey.

"At this point, it is a rate that provides some decent rate of return on savings and at the same time, it is a rate that provides access to financing by businesses at relatively reasonable costs," Zeti said in an interview this month.

"If you have interest rates that are too low, it provides the incentive to seek better rates of return, and then in terms of mispricing of risk, they go into ventures that are of higher risk. Well, we haven't seen that."
Malaysia "normalized" interest rates in 2010 when the economy showed clear signs of recovery, becoming one of the first central banks to start raising rates to prevent the buildup of financial imbalances, Zeti said. Highlighting that rationale in its statements gave signal for businesses and households that they should consider these risks, she said.

Concern consumers will take on excessive risk and spur asset bubbles prompted the central bank to tighten mortgage lending rules in 2010. Prime Minister Najib Razak raised the real property gains tax on short-term investments in his Sept. 28 budget speech this year.

The benchmark FTSE Bursa Malaysia KLCI Index has climbed more than 9 percent this year, according to data compiled by Bloomberg. Average condominium prices in the capital, Kuala Lumpur, have almost doubled since 2004 to 515,867 ringgit in the second quarter, according a government report.
There may be only so much policy makers can do to deter risky investments.

Genneva has more than 50,000 customers and a turnover of 3 billion ringgit, according to its website. The authorities said assets of the companies raided were seized and frozen to facilitate their investigation into the suspected offences and to protect the interest of the investors.

"It has brought about sleepless nights," said Tan, who gave up her job with a phone company to become a consultant with Genneva after her father became a customer, saying she was attracted by the chance to learn about gold trading. The raid has "shaken our financial ability for the month," she said.

On Oct 1, the police, Bank Negara, Companies Commission of Malaysia and Domestic Trade, Cooperatives and Con-sumerism Ministry jointly conducted a raid on Genneva and its affiliates in the country for various suspected offences.

Three other companies, Pageantry Gold Bhd, Caesar Gold Sdn Bhd and Worldwide Far East Bhd, were also raided.

Gabenor Bank Negara, Tan Sri Dr Zeti Akhtar Aziz berkata, langkah mempercepatkan siasatan itu diambil berikutan ramai di kalangan pelabur dan penyimpan ingin tahu kesudahan mengenai siasatan berkenaan.

“Dengan menyegerakan siasatan, kes ini dapat diselesaikan dengan lebih cepat,” katanya di luar majlis Kongres Insurans Asia Timur ke-26 di Kuala Lumpur, semalam.

Pada awal bulan ini, pasukan polis, BNM dan Suruhanjaya Syarikat Malaysia (SSM) serta Kementerian Perdagangan Dalam Negeri, Koperasi dan Kepenggunaan (KPDNKK) melakukan serbuan ke atas Genneva dan sekutunya di dalam negara kerana disyaki melakukan pelbagai kesalahan.

Tiga syarikat lain, Pageantry Gold Bhd, Caesar Gold Sdn Bhd dan Worldwide Far East Bhd turut diserbu.

Semua syarikat terbabit disiasat berikutan disyaki melakukan kesalahan antaranya mengambil deposit secara haram, mengubah wang haram, mengelak cukai, memberikan gambaran yang salah termasuk deskripsi palsu dan melantik ejen tanpa lesen.

Sementara itu, Public Gold Marketing Sdn Bhd (Public Gold Marketing) memaklumkan bahawa BNM mengambil keputusan menggugurkan nama syarikat itu daripada Senarai Peringatan Pengguna pada 29 Oktober.

Selepas penilaian teliti dilakukan, BNM mengesahkan Public Gold Marketing sebagai perniagaan tulen dan tidak mengambil kesempatan ke atas pelanggannya.

Koperasi Tentera To Open Third Ar Rahnu Branch

In a statement Monday, Koperasi Tentera said the new branch, at 45, Jalan Rambutan, will be its third after Sungai Besi here and Sungai Udang in Melaka.

"For the cooperative, the investment in Islamic pawn broking business is notable considering that many consumers are looking at gold as investment assets.

"The response is encouraging, including from the non-Muslims because the cooperative's charges are low compared to others offering the Ar-Rahnu services," it said.

Koperasi Tentera started its Ar-Rahnu business in July this year and offered loans of up to 70 per cent the value of the gold assets, it said.

Presiden Angkatan Koperasi Kebangsaan Malaysia Berhad (Angkasa), Prof. Datuk Dr. Mohd. Ali Baharum (gambar) berkata, Kopsya yang kini mempunyai keahlian sebanyak 300 koperasi ditubuhkan sebagai gerakan untuk memperkasakan sesebuah koperasi sama ada berskala kecil atau besar.

Menurutnya, penyertaan itu secara tidak langsung membolehkan mereka mendapat pembiayaan RM100,000 hingga RM15 juta tanpa sebarang cagaran.

"Kopsya akan menjadi sebuah institusi perbankan koperasi pertama di Malaysia atau Koopbank yang hanya dianggotai oleh koperasi dengan menawarkan pembiayaan tanpa sebarang cagaran," katanya.
Beliau berkata demikian kepada pemberita selepas merasmikan Program Transformasi Kewangan Islam Dalam Gerakan Koperasi Peringkat Pahang di sini baru-baru ini.

Menurut Mohd. Ali, gerakan koperasi akan lebih terserlah dengan adanya Kopsya atau Koopbank kerana setiap pembiayaan yang diberikan mengikut konsep musyarakah atau tanpa cagaran dan tanpa penjamin.

"Sekiranya sesebuah koperasi memerlukan RM100,000 atau RM1 juta, Kopsya akan berikan tetapi pengurusan perniagaan tersebut dipantau secara bersama termasuk keuntungan sehingga jumlah pinjaman dapat dipungut semula.

"Mereka (koperasi) boleh berniaga tanpa modal tetapi perlu berkelayakan mendapatkan jumlah yang diperlukan berdasarkan beberapa kriteria," jelasnya.

Dalam pada itu, tambah Mohd. Ali, pihaknya kini dalam proses menyediakan draf untuk dihantar kepada Suruhanjaya Koperasi Malaysia (SKM) untuk menjadi Koopbank pertama di Malaysia.
"Koopbank ini bukan seperti Bank Rakyat atau Bank Persatuan kerana keanggotaannya terdiri daripada koperasi dan bukannya ahli iaitu individu.

"Kita masih dalam proses sediakan undang-undang Koopbank dan akan dihantar kepada pihak SKM untuk tindakan seterusnya," jelasnya.

Among the products were 'nasi lemak 'Pak Nasir', 'satay', 'roti jala' and a variety of seasonings which would also be exported to Saudi Arabia, United Arab Emirates and Iran next month.

Angkasa president, Prof Datuk Dr Mohd Ali Baharum, launched the brand and signed Memorandum of Understandings (MoU) with two chicken and meat suppliers, Juara Rasa Maju Sdn Bhd and Sidratul Muntaha Abjad Sdn Bhd.

"Angkasa also aims to market raw chicken and meat, and meat based products such as burgers and nuggets for local and overseas markets," he told reporters after he opened the company's centralised food distribution centre here.

Presidennya, Prof Datuk Dr Mohd Ali Baharum berkata, sasaran berkenaan dijangka dapat dicapai khususnya dengan menumpukan perhatian kepada pasaran luar negara.

“Buat masa ini, kami hanya memberi tumpuan kepada pasaran luar negara kerana produk makanan dari Malaysia mendapat sambutan baik khususnya di kalangan negara Islam,” katanya selepas majlis menandatangani perjanjian dengan rakan kongsi di Bangi, semalam.

Menurutnya, pihaknya juga menjangkakan untuk menjana jualan sehingga RM5 juta bagi produk makanan siap dimasak dalam tempoh setahun.

“Selain makanan siap dimasak, kami juga akan memasarkan produk makanan mentah seperti ayam proses dan ia dijangka menjadi produk utama yang akan dipasarkan,” katanya.

Program berkenaan adalah sebahagian daripada usaha Angkasa dalam membantu ahli menjana pendapatan dan dalam masa sama membantu perusahaan kecil dan sederhana (PKS) memasarkan produk yang dihasilkan ke pasaran lebih luas.

Ia dijalankan secara berperingkat dengan fasa pertama adalah untuk mengenal pasti koperasi yang terbabit secara langsung dengan perusahaan berkaitan makanan.

Bank Muamalat targets RM20m loans via new scheme

Its deputy chief executive officer, Musa Abdul Malek, said the scheme was being specifically targeted at government pensioners, army wives and Flcra settlers.

“We are confident of achieving our target as we know our target group. In Malaysia, there are 800,000 government retirees on pension as well as many army wives,” he told reporters after launching the finance scheme yesterday.

Musa said the scheme would offer capital for starting or expanding a business and the funds would be obtained through the Micro Enterprise Fund set up by Bank Negara.

“Those keen would be able to apply for loans from a minimum of RM5,000 to RM50,000 with a repayment period of six months to five years.”

The loans will be offered at an annual interest rate of 3.60% compared with the rate of 5.25% for loans previously offered to government staff and army personnel.

Meanwhile, asked on the takeover of Bank Muamalat by Affin Bank, he said both the parties were still at the discussion stage and the results would be known by year-end. - Bernama

The bank's deputy chief executive officer, Musa Abdul Malek, said the target amount is expected to be achieved between the next 12 and 18 months.

The scheme is open to all government and armed forces pensioners, wives of army personnel and and Federal Land Consolidation and Rehabilitation Authority (Felcra) settlers.

At the launch yesterday, Musa said Bank Muamalat is offering the scheme at a profit rate of 3.6 per cent a year compared with 5.25 per cent for previous loans offered to government staff and army personnel.

The financing amount ranges from RM5,000 to RM50,000 while the repayment tenure is up to seven years, he said.

The scheme is aimed at providing capital for new businesses, increasing capital or to expand business and the fund would be obtained from the RM200 million "Micro Enterprise Fund" provided by Bank Negara Malaysia.

Musa said 10 financial institutions are participating in the fund and Bank Muamalat is one of them.

On the progress of talks between Affin Bank and BMMB's owners on a possible stake acquisition, Musa said: "This should be asked to our shareholders (DRB-HICOM Bhd and Khazanah Nasional Bhd). As far as I know, the talks are to be completed by year-end," he said.

He said DRB-HICOM, which bought the controlling stake in Bank Muamalat in 2008, has been mandated to reduce its holding to 40 per cent.

Currently, DRB-HICOM holds 70 per cent of Bank Muamalat, while Khazanah holds the remainder 30 per cent.

"We at the management are unsure of what kind of structure the parties involved are negotiating," said Musa.

The green light from Bank Negara Malaysia to begin negotiations between Affin and the owners of Bank Muamalat was obtained in mid-August.

If the outcome is positive, the combined entity of Affin and Bank Muamalat would make Affin the country's fourth largest Islamic bank by assets, from ninth currently.

Bank Muamalat tawar Skim Pembiayaan Mikro
Kuala Lumpur: Bank Muamalat Malaysia Bhd menyasar menyalur pembiayaan berjumlah RM20 juta di bawah Skim Pembiayaan Mikro yang dikendalikannya dalam tempoh 18 bulan akan datang.

Timbalan Ketua Pegawai Eksekutif, Musa Abdul Malek, berkata skim itu ditawarkan khusus untuk pesara kerajaan termasuk anggota tentera yang berpencen, isteri tentera dan peneroka FELCRA.
Beliau berkata, skim itu adalah tambahan kepada dana pembiayaan sedia ada bank itu, tetapi Skim Pembiayaan Mikro Bank Muamalat ditawarkan dengan kadar faedah rendah kerana menggunakan peruntukan Dana Mikro Enterpris yang disediakan Bank Negara Malaysia (BNM).

Musa berkata, skim itu bertujuan menyediakan modal permulaan kepada golongan berkenaan untuk memulakan usaha niaga, menambah modal perniagaan atau memperbesarkan perniagaan sedia ada.

Kadar berpatutan
“Menerusi skim ini, kami menawarkan kadar yang sangat berpatutan kepada peminjam iaitu 3.60 peratus setahun berbanding 5.2 peratus bagi pembiayaan mikro yang bank tawarkan menerusi dananya sendiri sebelum ini,” kata selepas pelancaran Skim Pembiayaan Mikro Bank Muamalat di sini, semalam.
Skim Pembiayaan Mikro Bank Muamalat itu menawarkan pembiayaan antara RM5,000 hingga RM50,000 dengan tempoh pembayaran balik hingga tujuh tahun.

Bank Muamalat ialah antara 10 bank di negara ini yang menawarkan Skim Pembiayaan Mikro yang dananya diperoleh daripada Dana Mikro Enterprise BNM yang mempunyai saiz dana keseluruhan berjumlah RM200 juta.

Dalam pada itu, menerusi skim pembiayaan mikro untuk pesara kerajaan dan tentera yang menggunakan dana bank itu sendiri sejak dua tahun lalu, sejumlah RM19 juta pembiayaan sudah disalurkan kepada peminjam.

Mengulas lanjut, Musa berkata, Skim Pembiayaan Mikro Bank Muamalat menawarkan pinjaman tanpa cagaran dan penjamin, manakala peminjam diberi perlindungan takaful sekiranya berlaku kematian sepanjang tempoh pembiayaan.

Katanya, sejajar dengan kehendak BNM yang menyediakan Dana Mikro Enterpris supaya bank penyalur memastikan proses mendapatkan pembiayaan adalah mudah, cepat dan senang.

Biaya mikro RM20 juta

PETALING JAYA: Seorang editor audio visual di Tourism Malaysia mendakwa terpaksa menanggung kerugian apabila gajinya dipotong RM361 sebulan sejak lebih setahun lalu selepas identitinya digunakan ‘peminjam hantu’ untuk membuat pinjaman daripada sebuah koperasi yang menyediakan pembiayaan pinjaman peribadi.

Mangsa, Raja Nor Lydiyani Raja Halid Shah, 29, berkata, dia menyedari wangnya dipotong setiap bulan atas akaun pinjaman baru selepas membuat semakan penyata akaun pinjaman lama di pejabat Koperasi Wawasan Pekerja-Pekerja Berhad (Kowaja) di Jalan Ipoh, Kuala Lumpur, kelmarin.

Katanya, dia membuat pinjaman RM10,000 daripada koperasi itu pada 6 Mac 2008 dengan perjanjian pulangan semula secara bulanan berjumlah RM361.11 selama 36 bulan, manakala kadar bunga dikenakan sebanyak 10 peratus.
“Saya membuat bayaran pinjaman Kowaja melalui Sistem Potongan Gaji Biro Perkhidmatan Angkasa (BPA) dan tamat pada Mac 2011.

“Sebaik tamat membuat bayaran pinjaman, saya kemudian membuat semakan baki dan terkejut mendapati jumlahnya berganda daripada pinjaman asal,” katanya.ketika ditemui selepas membuat aduan di pejabat Biro Pengaduan Awam MCA Selangor, di sini, semalam.

Raja Nor Lydiyani berkata, walaupun terkejut jumlah hutang semakin banyak, dia tidak mengesyaki apa-apa dan menyangka ia kadar bunga yang meningkat dan tidak mengambil tindakan hal berkenaan.
“Saya datang semula ke pejabat Kowaja pada Isnin lalu untuk mendapatkan penyata terkini dan menyelesaikan baki hutang tertunggak sekali gus.

“Saya terkejut apabila dimaklumkan mempunyai akaun pinjaman kedua berjumlah RM17,487.15 yang dibuat pada 20 Jun 2011. Berdasarkan akaun kedua itu, saya perlu membayar balik secara bulanan RM361.11 selama 151 bulan melalui BPA,” katanya.
Katanya, dia tidak tahu mengenai akaun pinjaman kedua itu dan mengesyaki ia perbuatan ejen yang menguruskan pinjamannya sebelum ini dan menyebabkannya menanggung rugi apabila gajinya dipotong untuk membayar pinjaman dibuat individu tidak diketahui.

“Saya kemudian membuat semakan laporan kredit di Bank Negara Malaysia (BNM) dan sekali lagi terkejut mendapati nama saya digunakan untuk membuat satu lagi pinjaman peribadi daripada satu bank dengan jumlah RM17,000.

“Walaupun saya tidak tahu siapa yang membuat pinjaman menggunakan nama saya, tetapi bezanya pinjaman menerusi bank ini dibayar bulanan dengan konsisten oleh individu terbabit,” katanya.

Raja Nor Lydiyani membuat laporan di Balai Polis Petaling Jaya untuk tindakan lanjut.

Ketua Biro Pengaduan Awam MCA Selangor, Datuk Theng Book berkata, pihaknya memandang serius kes dihadapi mangsa kerana membabitkan kepentingan awam berikutan koperasi itu menjadi pilihan pengguna membuat pinjaman.

“Berdasarkan aduan mangsa, kami turut mengesyaki kes ini ada pembabitan orang dalam dan ada kemungkinan borang pinjaman mangsa dikitar semula untuk membuat pinjaman baru.

“Saya meminta sesiapa yang menghadapi kes sama seperti mangsa menghubungi biro di talian 03-79574211 supaya tindakan sewajarnya dapat diambil,” katanya.

Early this month, BNM together with the Royal Malaysia Police, Domestic Trade, Cooperatives and Consumerism Ministry and the Companies Commission of Malaysia carried out joint raids on several of Genneva Malaysia’s premises as well as the residences of its directors.

He said the situation clearly shows Genneva Malaysia was unable to pay returns to its investors.
Awang Adek, likening Genneva Malaysia’s operations to most illegal get-rich-quick schemes, said BNM’s initial investigations showed the company actually sold gold bars to attract investors, but later changed to just taking deposits.

“There was already an element of deposit taking in Genneva, and the company’s assets were so small compared to the amount invested by the people, so there was a very big gap between assets and liabilities.

“So how could it (Genneva) pay when its liabilities ran into billions of ringgit while its assets were just in the millions (of ringgit),” he said when concluding the Finance Ministry committee-level debate on the 2013 Supply Bill at the Dewan Rakyat here today.

Early this month, BNM together with the Royal Malaysia Police, Domestic Trade, Cooperatives and Consumerism Ministry and the Companies Commission of Malaysia carried out joint raids on several of Genneva Malaysia’s premises as well as the residences of its directors after several investors who had become victims lodged police reports.

Awang Adek said it is not possible for Bank Negara, which is considering what appropriate action to take on Genneva Malaysia, to pay back the company’s customers the value of their investments.

“At first, some got a return of two per cent a month, but this was wrong. We cannot say the investors were blameless, they invested and there were risks.

“The company was really to be blamed. Where is there a scheme that can give such good returns, if it’s too good to be true, then it’s not true,” he said. – Bernama

Timbalan Menteri Kewangan Datuk Dr Awang Adek Hussin berkata keadaan itu jelas menunjukkan bahawa Genneva Malaysia tidak mampu membayar pulangan kepada pelabur.

Beliau berkata siasatan awal BNM mendapati syarikat itu memang menjalankan urus niaga penjualan emas untuk menarik minat pelabur, tetapi bertukar kepada hanya mengambil deposit dan urusan pemberian jongkong emas kepada pelanggan tergendala serta lambat.

Beliau menyifatkan operasi Genneva Malaysia sama seperti kebanyakan skim cepat kaya yang tidak sah.

Baru-baru ini, BNM bersama Polis Diraja Malaysia (PDRM), Kementerian Perdagangan Dalam Negeri, Koperasi dan Kepenggunaan (KPDNKK) serta Suruhanjaya Syarikat Malaysia (SSM) menyerbu beberapa premis Genneva Malaysia serta kediaman pengarah syarikat selepas beberapa pelabur yang menjadi mangsa tampil membuat laporan polis.

BNM dalam kenyataannya menyatakan, tujuan serbuan dan siasatan ke atas individu dan syarikat berkenaan adalah bagi melindungi kepentingan para pelabur daripada melabur lebih banyak wang dalam skim yang berisiko dan untuk melindungi kepentingan orang ramai.

Syarikat terbabit disyaki melakukan kesalahan, termasuk mengambil deposit secara haram, mengubah wang haram, mengelak cukai, memberikan maklumat palsu termasuk pernyataan yang salah, melantik ejen tanpa lesen dan gagal mengemukakan dokumen berkanun.

“Syarikat-syarikat tersebut dipercayai menjalankan skim yang tidak dapat bertahan lama selain menjanjikan pelabur pulangan bulanan yang lumayan dan jaminan belian balik emas.

“Skim tersebut bukan dibiayai oleh jual beli emas yang sebenar, sebaliknya dibiayai dengan menggunakan wang yang baharu dilaburkan dalam skim ini," menurut kenyataan berkenaan.

Jumlah aset dan wang yang ada pada syarikat-syarikat berkenaan biasanya tidak sepadan dengan jumlah yang dikumpulkan daripada para pelabur.

Menurut BNM, serbuan perlu dibuat segera untuk mengelakkan syarikat daripada menyembunyikan atau memusnahkan bahan bukti serta menghalang aset daripada lesap.

Aset yang dirampas semasa serbuan dibuat akan didokumenkan dengan teliti dan diambil kira serta disimpan di tempat yang selamat.

Sekiranya terdapat prosiding jenayah, aset tersebut hanya boleh diuruskan atas perintah mahkamah selepas prosiding perbicaraan selesai.

BNM dalam kenyataannya juga menasihatkan orang ramai agar mengambil perhatian terhadap perkara-perkara tersebut sebelum melabur:

* Sekiranya skim itu kelihatan ‘terlalu indah’, kemungkinan besar ia skim palsu.
* Waspada dengan skim Ponzi, iaitu pengendali akan mengambil wang pelaburan pelabur baharu untuk membayar ‘dividen’ kepada pelabur awal.
* Berurusan hanya dengan skim kewangan berlesen.
* Rujuk kepada pihak berkuasa.
* Jangan terburu-buru melabur.
* Berhati-hati dengan pelaburan di Internet.
* Waspada dengan apa-apa peluang pelaburan tidak bertulis.
* Simpan segala dokumen pelaburan (jika pelaburan telah dibuat).
* Rujuk laman web BNM mengenai amaran penipuan (www.bnm.gov.my).

Bung Mokhtar hits out at Syed Mokhtar, Zeti

In his criticism against Syed Mokhtar, Bung Mokhtar questioned the Finance Ministry’s rationale in allowing the billionaire to control mega businesses in the country at the expense of other businessmen.

“He wants Keretapi Tanah Melayu, he wants Mass Rapid Transit. He wants everything on land, sea and air. Given a chance, he will even do business in the graveyard,” said the outspoken MP.

He also said that it was not fair for other businessmen and pointed out that there were other capable bumiputeras out there who could work on projects as effectively.

“Even open tenders for small businesses, Syed Mokhtar will be there. Don’t let one man control everything,” said Bung Mokhtar.

He also said that the government should be mindful as the people were watching and urged the relevent authorities to come up with a mechanism to keep tabs on monopolistic system.
“This thing keeps happening. Last time we had Tajuddin Ramli controlling MAS but what happened? At the end, government had to take responsibility for its losses.

“That’s why I object to monopoly. Don’t depend on one person to control our economy,” said Bung Mokhtar.

Sack the governor

On Zeti, Bung Mokhtar urged the Finance Ministry to probe the Bank Negara governor for allegedly being negligent in monitoring the rising numbers of gold trading companies in Malaysia.

He was referring to the recent raid by Bank Negara on four gold trading companies for allegedly being involved in various malpractises.

The companies raided were Genneva Malaysia Sdn Bhd, Pageantry Gold Bhd, Caesar Gold Sdn Bhd and Worldwide Far East Bhd.

“There were complaints made against some of the companies in the past five years but no action was taken. Why did Bank Negara raid and freeze their assets only after they have grown big?

“Looks like governor was sleeping on the job. If that’s the case, it’s time for the government to find someone who can really monitor our financial system better,” said Bung Mokhtar.

The Sabah MP also urged Bank Negara not to penalise the investors for the wrongdoings of the companies. His statement received the support of Sri Gading MP Mohamad Aziz.

He added that it was only fair for the central bank to return money to investors first before freezing the companies assets.

“People are worried whether they will get their money back or not. Next time, return their money first before taking action against errant companies,” he said.

Bank Negara: FAQs on gold firm raids

PETALING JAYA: Bank Negara has provided answers to nine frequently asked questions following raids against companies suspected of operating illegal financial schemes using gold.

On the authorities' concern with the business model of such companies, Bank Negara said the operating schemes were believed to be unsustainable.

“Such schemes are not funded through actual gold trading but from new monies invested into such schemes,” it said.

It also added that the value of assets and monies held by such companies did not commensurate with the amount collected from the investors.

On why the raids were carried out:
The companies were being investigated for suspected offences, including illegal financial schemes, money laundering, tax evasion, false description including misrepresentations, appointment of agents without licence and failure to lodge statutory documents.

On why the authorities were only taking action now:
Enforcement action can only be taken when it has been established that there is reason to believe an offence has been committed.

“This is to avoid hasty or reckless enforcement actions that may affect genuine businesses,” said Bank Negara, adding that the length of investigations depended on the complexity and magnitude of the case.

It also said that the investigations were accorded high priority and all necessary resources were being mobilised by the relevant enforcement agencies to conclude the investigations as early as possible.
> On why the assets of the affected companies were frozen and seized:
This is to prevent attempts to destroy or suppress evidence.

“This also prevents the assets from being dissipated to the detriment of the investors,” said Bank Negara.
> On whether the affected investors can claim their money or gold from the seized assets:
Bank Negara said it was up to the court.

“After the court proceeding is concluded, investors may file to the Court a third party claim for the return of money or gold,” it added.

Bank Negara also provided tips to evaluate an investment scheme such as urging consumers to only deal with licensed financial institutions and authorised dealers as well as refer to financial fraud alert on Bank Negara and Security Commission's websites.

Bank Negara Malaysia said in a statement here Monday, investors may file third party claim to the court for return of their money or gold, but they would only be notified when court proceedings were over.

The raids to find and seize the assets were to prevent the suspected companies from concealing evidence, other than preventing them from being lost as it would have negative impact on investors.

The statement said that the seized assets and gold during the raids would be carefully documented, accounted for and kept in a safe place.

It was issued jointly with the police, Domestic Trade, Cooperatives and Consumerism Ministry and Companies Commission of Malaysia in response to public queries on raids against companies suspected of conducting illegal financial activities using gold.

The statement said that the investigation is still ongoing but the investigation depends on the complexity and seriousness of the cases.

Penjelasan itu dibuat berikutan banyak pertanyaan diterima mengenai tindakan yang diambil terhadap syarikat terbabit.

Skim kewangan haram
Susulan serbuan pihak berkuasa ke atas syarikat menjalankan skim kewangan haram menggunakan emas, baru-baru ini, banyak pertanyaan dikemukakan kepada Bank Negara Malaysia.

Berikut adalah soalan lazim diterima dan jawapan agensi terbabit.

S: Mengapakah pihak berkuasa membuat serbuan ke atas syarikat itu?
J:
Serbuan dibuat bagi melindungi kepentingan pelabur daripada melaburkan lebih banyak wang dalam skim berisiko selain melindungi kepentingan orang ramai.
Syarikat terbabit sedang disiasat kerana disyaki melakukan kesalahan termasuk mengambil deposit secara haram, mengubah wang haram, mengelak cukai, memberikan maklumat palsu termasuk pernyataan yang salah, melantik ejen tanpa lesen dan gagal mengemukakan dokumen berkanun.

S: Mengapakah timbul kebimbangan terhadap model perniagaan syarikat terbabit?
J:
Kebimbangan timbul berikutan syarikat terbabit dipercayai menjalankan skim yang tidak dapat bertahan lama. Mereka menjanjikan pelabur pulangan bulanan lumayan dan jaminan belian balik emas. Skim itu bukan dibiayai oleh jual beli emas yang sebenar, sebaliknya dibiayai dengan menggunakan wang baru dilaburkan dalam skim berkenaan.

Jumlah aset dan wang yang ada pada syarikat itu biasanya tidak sepadan dengan jumlah dikumpulkan daripada pelabur.

S: Mengapakah pihak berkuasa hanya mengambil tindakan sekarang?
J:
Sebarang tindakan penguatkuasaan hanya diambil selepas ada sebab yang boleh dipercayai bahawa sesuatu kesalahan sudah dibuat. Ini bagi mengelakkan sebarang tindakan penguatkuasaan terburu-buru atau melulu yang mungkin boleh menjejaskan perniagaan sah.

S: Apakah status tindakan diambil pihak berkuasa?
J:
Siasatan masih berjalan. Orang ramai akan dimaklumkan mengenai status terkini siasatan dari semasa ke semasa. Orang ramai dinasihatkan merujuk kepada kenyaataan rasmi dikeluarkan agensi penguat kuasa undang-undang saja untuk sebarang maklumat terkini.

S: Berapa lamakah tempoh siasatan?
J:
Tempoh siasatan bergantung pada tahap kompleksiti dan keseriusan kes. Tahap kompleksiti meningkat disebabkan dimensi antarabangsa kes itu.

Siasatan ini diberi keutamaan yang tinggi dan semua sumber perlu digembleng oleh agensi penguat kuasa untuk mempercepat siasatan.

S: Mengapakah aset dibekukan dan dirampas?
J:
Bagi skim kewangan haram disyaki, pihak berkuasa boleh menjalankan operasi mencari dan merampas bagi mendapatkan bukti dan untuk mengelakkan syarikat daripada menyembunyikan atau memusnahkan bahan bukti. Ini juga menghalang aset daripada lesap kerana ia akan memberikan kesan buruk kepada pelabur.

Agensi penguatkuasaan diberikan kuasa mengikut Seksyen 44 Akta Pencegahan Pengubahan Wang Haram dan Akta Pencegahan Pembiayaan Keganasan 2001 (AMLATFA), untuk membekukan aset apabila disyaki bahawa suatu kesalahan pengubahan wang haram dilakukan.

S: Apakah akan terjadi kepada aset dan emas yang dirampas?
J:
Aset yang dirampas akan didokumenkan dengan teliti dan diambilkira serta disimpan di tempat selamat. Sekiranya ada prosiding jenayah, aset itu hanya boleh diuruskan atas perintah mahkamah.

S: Bolehkah pelabur menuntut kembali wang atau emas mereka daripada aset yang dirampas?
J:
Aset yang dirampas ketika siasatan hanya boleh diuruskan atas perintah mahkamah. Pelabur boleh memfailkan kepada mahkamah tuntutan pihak ketiga bagi pemulangan wang atau emas mereka. Maklumat mengenai sama ada dan bagaimana untuk memfailkan sesuatu tuntutan akan diberitahu apabila prosiding mahkamah selesai.

S: Apakah nasihat kepada orang ramai yang ingin melabur?
J:
Orang ramai dinasihati supaya sentiasa berhati-hati terhadap skim pelaburan menjanjikan pulangan tinggi dengan risiko yang kelihatan rendah selain memberikan jaminan bahawa jumlah pokok dilaburkan akan dipulangkan. Orang ramai juga dinasihatkan merujuk kepada agensi berkenaan apabila berurusan dengan syarikat atau individu menawarkan peluang perniagaan atau perkhidmatan kewangan yang kelihatan menarik tetapi tidak diberikan lesen oleh pihak berkuasa.

Sebagai panduan, orang ramai digalakkan mengambil perhatian perkara berikut apabila menilai sesuatu skim pelaburan:
  • Sekiranya skim itu indah khabar dari rupa, berkemungkinan besar ia skim palsu.
  • Berwaspada dengan skim Ponzi, ia adalah skim pelaburan berunsur penipuan apabila pengendalinya mengambil wang daripada pelabur baru untuk membayar kepada pelabur awal. Akhirnya, akan sampai satu peringkat apabila jumlah pelabur baru tidak mencukupi untuk menyokong skim ini dan seterusnya keseluruhan skim mengalami kegagalan.
  • Berurusan hanya dengan institusi kewangan berlesen dan peniaga yang sah
  • Rujuk kepada pihak berkuasa sebelum melabur/mendeposit wang
  • Jangan terpengaruh atau terburu-buru untuk melabur
  • Berhati-hati dengan pelaburan melalui Internet
  • Berwaspada dengan peluang pelaburan yang tidak bertulis
  • Jika pelaburan sudah dibuat, simpan salinan semua dokumen pelaburan

AIM mahu tubuh institut pembangunan

Amanah Ikhtiar Malaysia (AIM) sedang dalam proses menubuhkan Institut Pembangunan Keusahawanan dan Kewangan Mikro bagi mengukuhkan lagi program pembangunan usahawannya.

Ketua Pegawai Operasinya, Halid Hasbullah Boestamam, berkata institut itu juga bakal menjadi platform kepada peminjam AIM yang dikenali sebagai sahabat meningkatkan pengetahuan berkaitan keusahawanan serta pengurusan perniagaan di peringkat lebih tinggi.
Beliau menjelaskan, penubuhan institut itu akan membabitkan pelaburan awal kira-kira RM2 juta dan ia akan dikendalikan Amanah Ikhtiar Sdn Bhd.

Kami akan memperkemaskan pusat latihan sedia ada dengan menaikkan tarafnya kepada institut. Institut ini akan mula beroperasi pada Januari tahun depan, katanya kepada BH ketika ditemui baru-baru ini.

Untuk permulaan, institut itu akan dibuka kepada kakitangan AIM di seluruh negara meningkatkan pengetahuan mereka dalam sektor kewangan dan pengurusan perniagaan, tambahnya.

Halid Hasbullah berkata tenaga pengajar institut itu akan terdiri daripada pakar bertauliah dari Institut Perbankan dan Kewangan Islam Malaysia (IBFIM), Pusat Pendidikan Kewangan Islam Antarabangsa (INCEIF) serta Akademi Penyelidikan Shariah Antarabangsa untuk Kewangan Islam (ISRA).

Beliau berkata, pihaknya bercadang menawarkan kursus berkaitan kewangan, pengurusan perniagaan dan keusahawan yang membabitkan tempoh latihan selama enam bulan, sembilan bulan dan dua tahun.
Kami bercadang mendapatkan pengiktirafan daripada institusi luar negara bagi sijil kursus yang ditawarkan di institut ini. Dengan pengiktirafan antarabangsa itu, ia akan membolehkan kami turut mempromosikan kursus yang ditawarkan kepada peserta luar negara, katanya.

Sementara itu, Halid Hasbullah berkata, AIM juga akan memantapkan tabung khairat yang diperkenalkan kepada peminjamnya ketika ini dengan meningkatkan liputan bantuan kepada peminjam yang ditimpa bencana.

Mengenai jumlah pembiayaan terkini yang disalurkan kepada peminjam, Halid Hasbullah berkata , AIM sudah menyalurkan pembiayaan berjumlah RM7.5 bilion sejak badan amanah itu ditubuhkan 25 tahun lalu.

Beliau berkata, pembiayaan mikro itu berjaya meningkatkan pendapatan peminjamnya dengan kajian impak terkini oleh Universiti Utara Malaysia (UUM) mendapati purata pendapatan peminjam AIM meningkat kepada RM2,640 sebulan daripada hanya RM515 sebulan sebelumnya.

Kami tidak menghadapi masalah pinjaman tidak berbayar yang tinggi. Dengan kaedah bayaran balik mingguan, kami berjaya mencatatkan kadar bayaran balik sehingga 99.6 peratus, katanya.

AIM yang ditubuhkan pada 17 September 1987 melalui Suratcara Perjanjian Amanah Ikhtiar Malaysia serta didaftarkan di bawah Akta Amanah 1952 (pindaan 1981) (Akta 258), menawarkan pembiayaan daripada RM3,000 hingga RM50,000 dengan tempoh bayaran balik antara setahun hingga lima tahun, menerusi kaedah bayaran balik secara mingguan.

Timbalan Presiden Angkasa, Datuk Abdul Fattah Abdullah berkata dana itu akan dikumpul melalui pelbagai sumber termasuk sumber dalaman dan kerajaan akan membina rumah tersebut dalam tempoh tiga tahun bermula tahun depan.

Katanya, pembinaan rumah mampu milik menerusi pembiayaan MM itu mampu membantu kerajaan menyelesaikan isu pemilikan rumah di kalangan rakyat yang berpendapatan rendah sederhana.

"Pembeli rumah akan menikmati kadar bayaran rumah yang lebih murah dan mudah di samping tempoh pembiayaan yang lebih singkat berbanding kaedah yang sedia ada di pasaran," katanya.

"Progrqam Transformasi Kedai Runcit (TUKAR) telah melibatkan 43 buah keperasi di negeri ini. Kerajaan menerusi SKM telah meluluskan geran bantuan pembangunan sehingga RM65,000 setiap koperasi yang terlibat dalam runcit," kata Yahya juga pengerusi Majlis Perundingan Koperasi Negeri Sabah.

I AM not a gold bug. Gold is an artefact from early history. So much so it is deeply rooted in the collective human consciousness.

The last time I wrote about it in this column was two years ago on Jan 16. Then, as now, I am not the most optimistic about gold as an investment. But I am a realist. Over past 50 years, capital gain on gold averaged 2%-5% annually over each decade. Stocks were a better investment about double to three times the gold “yield.” This is not surprising since gold has no real intrinsic value. It is sterile, making it difficult to value can't assign a credible PE (price-earnings ratio).

So long there is love, lust and guilt, there is a demand for this “barbaric relic” (Lord Keynes). But in this uncertain world, many see it as a sexy investment. That's why gold scams thrive. It is still scarce, readily malleable and will always command a price. Since the summer, even the darnest optimist got worried as prices lurched down to US$1,500 a troy ounce (from a Sept 2011 high of just above US$1,900), wondering whether the decade-long bull run had ended.

No longer. Since US Fed launched its third round of quantitative easing (QE3) in mid-September, gold has yet to catch its breath, rising 12.5% by Oct 6 to its highest level in nearly a year at US$1,795 per troy ounce. As reported, in terms of euro and Swiss franc, gold hit an all-time high this first week of October.

QE infinity
Sentiment in favour of gold has turned. Since the magic trio (the US Fed, European Central Bank and Bank of Japan) decided to create indefinite flows of liquidity (dubbed “QE infinity” i.e. they generate new streams of US dollars and euros with no limit), gold investors have re-focused their attention, based on fears of competitive devaluation, currency debasement and prospect of soaring inflation.

Bill Gross of US Pimco (world's largest bond fund manager) warned: If the United States failed to put its finances in good order, “bonds would be burnt to a crisp (since yields will rise, implying a sharp fall in bond prices) and stocks would certainly be singed.”

He concluded: “Only gold and real assets could thrive.” That's a clean dose of reality! Today, gold is a safe haven, a hedge and a speculative play. Whatever it is, gold has reached near mythical status.
To understand the role of gold in the international monetary system (IMS), it is important to appreciate its evolution since the 19th century. Under bi-metallism (1815-1873), gold and silver served as basic reserve assets with France and the United States managing the system.

Price ratio of gold and silver was fixed around 15:1, providing a fixed anchor exchange between nations on the gold and silver standards. But from 1862-1870, the United States left the gold standard (GS) after experiencing persistent inflation as gold flowed-in following trade surpluses.

In the 1870s, France and Germany went to war; so both left GS, thereby ending bi-metallism. Deflation set in as nations moved to GS, creating excess demand for gold (i.e. tight money) until 1896, when rising gold supplies following discovery of gold in South Africa exposed the world once again to inflation.

By 1914, Europe went off GS in order to fund deficit spending. So, gold flowed into the United States and the newly created Fed (US central bank) monetised the gold, forcing its price to double, followed by inflation.

From 1914-1924, the United States was the only major nation left on GS. US gross domestic product (GDP) was then equal to that of the United Kingdom, Germany and France combined. And so, other economies began to base their currencies on US dollar rather than on gold.

Germany went back to GS in 1924 to contain hyperinflation; the United Kingdom followed suit in 1925, and France in 1926. So the world returned to GS. Just as in 1914 when nations went off GS and created inflation, this time their return to GS created excess gold demand, thereby causing deflation leading eventually to the Great Depression (1929-1932).

Once again, the United Kingdom went off GS in 1931 and the United States in 1933. The US dollar devalued and the United States went back to GS in 1934 (and raised the gold price) and France followed in 1936. By 1937, gold became overvalued causing a US dollar shortage that lasted until 1948.

US dollar standard
The 1936 Tripartite Monetary Agreement established the new US dollar-gold standard, and US dollar became the only currency anchored to gold. The United States held 70% of world's gold by 1948. This system lasted until 1971 when President Nixon took US dollar off gold in August. The world then moved to a regime of flexible exchange rates for a brief period, with US dollar as the main intervention currency. For the first time, the world moved to a pure US dollar standard (ignoring gold) by December 1971.

But the real challenge was that this only works if the main “reserve currency” nation stays rooted in monetary discipline. Not unexpectedly, the United States subsequently pursued a monetary policy that was too loose and hence, inflationary.

In February 1973, the US dollar devalued once more. Since then, more and more US dollar started flowing abroad and the euro-dollar market was born. Eventually, to counter the weakening US dollar, the deutschemark assumed European leadership.

By June 1973, the International Monetary Fund (IMF) moved the world to a regime of floating exchange rates to put a lid on inflation. The United States and Europe struggled to manage flexible exchange rates in the midst of facing the most inflationary peacetime monetary policies: US inflation in the 1970s rose to 13%-14% per annum and the price of gold shot up above US$50 per troy ounce in February 1980.

Fear that the United States has lost its monetary discipline and the US dollar would continue to depreciate forced Europeans to act decisively to counter US dollar weakness and maintain price stability, by launching of European Monetary System in 1978. It severed the world economy into two parts. Gold stocks in the European Union were nearly double that of the United States.

By 1985, the Plaza Accord moved the world's exchange rate regime to a managed US dollar system of floating relative to European currencies. In the process, Japan was “forced” to appreciate the yen against US dollar.

Unlike what Nobel economics laureate M. Friedman had predicted that nations don't need reserves under flexible exchange rates, economies in practice are needing more and more reserves today under a floating exchange regime than they ever needed under fixed exchange rates.

Gold and SDR
So much for the past. In the 21st century, US dollar remains the world's predominant reserve currency as the euro is seen to struggle for survival. Today, it's just too feeble and unstable to pose a major threat to US dollar's reserve role.
Yuan of China (the world's second-largest economy) will certainly take many years to become truly convertible, let alone assume the role of a proper reserve currency.

The Special Drawing Right (SDR) is a “book facility” created by the IMF in 1968 (i.e. providing a unit of account in its books) to act as a new reserve asset to de-emphasise gold. Despite much promotion, SDR has remained a “wallflower” of IMS. It was initially given a gold guarantee, which would have benefited it today. But this was “stripped” in early 1970s when the price of gold soared.

With high hopes for SDR, IMF and the United States sold-off part of their gold holdings. Others, however, held on to eventually reap huge unrealised capital gains when the price of gold rose in the late 1970s. A few nations (notably the Netherlands and Canada) sold gold to help finance their large budget deficits.
By and large, gold holdings of all central banks were maintained (at around one billion ounces). Despite attempts to demonetise it, gold has maintained its allure. The mystique of gold is intact. It just won't go away.

Future of gold
Officially, the superpower of the day plays the central role in IMS. This has been true going back to the Roman denarius, Islamic dinar, etc as it has for the familiar pound sterling in the 19th century and the US dollar in the 20th century until today.

Indeed, the superpower holds the veto over the future of IMS. We saw this at Bretton Woods (BW) in 1944 when the “desired” creation of a world currency (“Unitas” proposed by the United States, and “Bancor” by the United Kingdom) fell prey to nationalist self interest.
As I see it, BW did not create a new IMS; it merely kept what was in place since 1934. To be fair, BW did create the IMF and World Bank to independently manage the IMS anchored on US dollar. It gave US dollar a new supranational status and a new legitimacy.

I agree with my friend Nobel laureate R. Mundell that in today's world, neither the United States nor the European Union nor China will ever “fix their respective currencies to gold. More likely, gold will be deployed at some point (maybe in 10-15 years) when it has been banalised among central bankers, and they are not so timid to speak about its use as an asset that can circulate between central banks. Not necessarily at a fixed price, but at market price.”

Like it or not, the world stock of gold is going to continue to be regarded as a reserve asset. It can't be wished away. If nothing else, it will remain to act as a useful warning signal on inflation.
Gold is here to stay. It's going to be part of the structure of IMS in the 21st century. But not in the way as it had been historically as the centrepiece of GS. That's the unique part of its history.

Even “gold bug” French President Charles de Gaulle admitted that “the gold exchange standard no longer corresponds to present realities.” But he maintained that a true IMS should act on “an undisputable monetary basis bearing the mark of no particular country.” He meant gold.
Gold's role as an alternative currency will evolve and its price will reflect inflationary expectations. As of now, I don't see gold price collapsing since real interest rate (adjusted for inflation) are already set by the Fed to hold until 2015.
But why this obsession with gold? Some believe tying money to gold prevents its over-issue. That's not true. Historically, declaring a gold parity for currency has certainly not prevented governments from over-issuing currencies and experiencing price inflation. Again, others believe gold provides the discipline governments need to maintain price stability. Certainly not.

History is full of instances where mercantilist excesses led to inflation at home and deflation overseas, and vice-versa. Yet, there are those who believe gold provides a sustainable form of settlement for international payments. Not true. Growth of international commerce requires flexible access to an adequate money supply to meet its needs gold does not meet this need in any stable way.
Also, many believe gold serves as a good store of value. Again, no. Because it is sterile, it is not a good store of value compared with other assets. According to billionaire W. Buffett, US$100 invested in gold in 1965 is worth US$4,455 at the end of 2011; this same amount invested in S&P 500 stocks is worth US$6,072 after the same 46 years.

What, then, are we to do?
Gold is limited. Since old Egyptian days, the stock of gold in the world totalled less than 170,000 tonnes, worth US$9.5 trillion at today's price. About one-third is parked in vaults of central banks; close to one-half is in jewellery and ornaments; the rest is in speculative hands.
According to the World Gold Council, two-thirds of today's flow of gold ends up in China (26%) and India (40%). In India, it's almost all in jewellery, whereas in China, it's part jewellery, part investment.

Indian households hold the largest stock of gold in the world (18,000 tonnes or 11% of world stock). At today's prices, that's worth US$1 trillion or more than 50% of India's GDP. Up to 8% of India's household savings is held in gold. So, India's obsession with gold reflects a unique fascination, not unlike in other parts of Asia.

That's why Asians are often the target of bogus gold schemes and scams. We see this in Malaysia and Singapore where investors flock only to be cheated wholesale by so-called “gold guarantee” schemes that are clearly designed to defraud and sure to collapse. Simply because monies collected are unscrupulously invested in high risk, “get-rich” ventures that are fraudulent from the start and doomed to failure every time.

My advice: avoid investing in any of them at all cost!

Central banks will keep on printing money, having created US$9 trillion since the financial crisis. Inflationary expectations will evolve in time, off and on. And with it, occasional outbreaks in price of gold, leading to bond sales which drive-up interest rates. Use of gold for monetary purposes is an anachronism, capable of causing terrible damage because it is so utterly inappropriate in today's world.

Yet, the reality is that the world will not be able to find genuine financial stability until it comes to terms with and accommodate the dominant position gold now holds in Asian economic life.

Gold firm managements, investors give statements

PETALING JAYA: Bank Negara Malaysia (BNM) has recorded statements from affected parties involved in the gold trading firms which were raided recently.

In a statement issued yesterday, it said the relevant agencies were recording statements from the firms' directors, their senior management, agents and investors.

An extensive and detailed analysis was now being made on the assets and liabilities of the companies.

Earlier this month, BNM together with the police, the Domestic Trade, Cooperative and Consumerism Ministry and the Companies Com-mission of Malaysia raided the offices of gold trading company Genneva Malaysia Sdn Bhd for suspected illegal deposit-taking and money laundering.

Similar firms Pageantry Gold Bhd, Caesar Gold Sdn Bhd and Worldwide Far East Bhd were also raided.

“Action will be taken on those companies that offer fraudulent and deceptive financial or interest schemes,” the statement said.

Chinese retail shops urged to utilise 'TUKAR'

KUALA LUMPUR (Oct 17, 2012): Domestic Trade, Cooperatives and Consumerism Minister Datuk Seri Ismail Sabri Yaakob wants more retailers from the Chinese community to utilise the Retail Shop Transformation Programme ((TUKAR).

He said currently, only seven per cent of them had utilised the facility.
"I hope the Chinese traders who dominate the retail participate in the TUKAR programme to increase their competitiveness.

"We have appointed two cooperatives owned by the Chinese, Koperasi Jayadiri Malaysia Berhad (KOJADI) and Koperasi Peralihan Usahawan Cina Malaysia (KPUCM), as consultants," he told reporters after launching the TUKAR project at Melur Sejahtera Enterprise, Kampung Baru here today.

Ismail Sabri said TUKAR had achieved its Key Performance Index, with 522 retail shops having been transformed, exceeding the target of 500 shops.

Under the TUKAR programme, participating shops are given a facelift and the improvement made proved effective with most of the shops recording an increase in sales of between 200 and 300 per cent, he added. – Bernama

KUALA LUMPUR, 17 Okt (Bernama) -- Menteri Perdagangan Dalam Negeri, Koperasi dan Kepenggunaan Datuk Seri Ismail Sabri Yaakob berharap lebih ramai peniaga runcit daripada kaum Cina memanfaatkan Program Transformasi Kedai Runcit (Tukar) kerana bilangan mereka masih rendah.

Beliau berkata tahun lepas, peserta kaum Cina hanya tujuh peratus daripada jumlah keseluruhan, manakala untuk tempoh 10 bulan tahun ini cuma empat peratus.

"Saya berharap peniaga Cina yang mendominasi bidang peruncitan di negara ini dapat mengubah persepsi mereka dan menyertai Tukar bagi mempertingkatkan daya saing perniagaan mereka.

"Kita telah melantik dua koperasi milik kaum Cina sebagai konsultan mereka bagi menyertai Tukar iaitu Koperasi Jayadiri Malaysia Berhad (KOJADI) dan Koperasi Peralihan Usahawan Cina Malaysia (KPUCM)," katanya kepada pemberita, di sini hari ini.

Beliau yang ditemui selepas merasmikan projek Tukar Meulur Sejahtera Enterprise, berkata program Tukar berjaya mencapai Indeks Prestasi Utama apabila 522 kedai runcit ditransformasikan setakat ini, melebihi sasaran pada 500 kedai runcit setahun.

Katanya program itu merupakan antara projek permulaan (EPP) yang dikenal pasti kerajaan bagi memodenkan kedai runcit tradisional untuk meningkatkan tahap daya saing dalam persekitaran perniagaan peruncitan yang kompetitif.

"Kedai-kedai lama yang bertukar wajah di bawah program ini ternyata menguntungkan di mana kebanyakan kedai terbabit mencatat peningkatan jualan antara 200 hingga 300 peratus," katanya.

Beliau berkata transformasi itu melibatkan perubahan fizikal kedai runcit yang lebih baik, pencahayaan, penyusunan barangan yang lebih kemas dan teratur serta penambahan kepelbagaian stok barangan.

Sementara itu, pemilik kedai Meulur Sejahtera Enterprise, Syahadad M. Husin, 22, berkata sejak kedai runcitnya ditransformasikan, semakin ramai pelanggan yang datang dan purata hasil jualan meningkat 30 peratus dengan perolehan mencecah RM20,000 seminggu berbanding RM15,000 sebelum ini.

Beliau berkata Tesco Store (Malaysia) Sdn Bhd yang berperanan sebagai konsultan kepadanya sentiasa memberi sokongan dan akan berkunjung ke kedai setiap bulan untuk membantu dalam operasi kedai runcitnya itu.
